When we study languages in college, a lot of them switch words for past/present/future tenses/questions. We don't have any special tense for questions in English, so we just ask them in proper tense. I.E "have you brought/are you bringing?" Languages that do have a special tense for questions can sometimes change the entire sentence structure or entire words rather than small bits at the end. Tenses involving questions are called "interrogative" in nearly all the textbooks that translate a language into english. He most likely was hoping the dude would at least remember the word interrogative from studying. If he recognized it from textbooks he should have been able to understand was asking a question from there. Unfortunately it seemed like he was non-proficient in both listening AND understanding.

To be fair the pilot of Air China could have had a very bad radio signal, or been in a tunnel vision or been used to getting statements only and not questions. The controller should have noticed that due to the pilot not responding to his question correctly it is unlikely that he got the clearance. Maybe it would have been better if he changed his question to just the statement "hold" or "stop". But also I do not have neither the full audio nor am I a controller, so what do I know? :D

It's a real stupid question who shown some harrassic overzealous. If any problem with an aircraft taxiing, the instruction should be "HOLD POSITION PLEASE". An aircraft arriving with a crew and passagers from abroad with almost 14 hours of flight must receive some minimal respect. Second, my guess is that clearance should be given in accordance with all the ground operations including follow me car to help and prevent any kind of incident like that. Controllers have first of all, duties to made the operations fluid and not to frooze the radio channel with auto satisfaction.

I would be upset with that first pilot also! (Air China 981?) But the question is phrased in the same manner as foreigners misuse English... "Have you been cleared?" VS "You have been cleared."
