The Japanese pagoda you saw was built for King Leopold II in the grounds of the Royal Palace at Laeken, along with a Chinese pavilion, both of which were inspired by an exhibition at the 1900 Paris Expo. Thankfully Leopold just stuck to putting buildings in his gardens rather than colonising Japan and China (unlike the Congo).
