The name Darth Sidious was never revealed publicly, no one knew that he and Vader were Sith Lords. He was only known as Emperor Palpatine, and he took great care to make sure no one besides Vader saw him use powers; the only people who knew Palpatine was force sensitive were key players. This was done because the Republic was made to believe the Jedi tried to usurp them, and Force sensitives were hated. At the point of the OT, people straight up didnt believe in the Force, as seen in the comments made during the Age of the Empire.

This has been the creepiest Palpatine has ever been to me. Precisely because it is so low key and restrained. You can honestly see how the average senator wouldn't see anything different about him. He is still channeling the Palpatine from Episode II who said he regretted having to accept emergency powers and loved democracy. Yet underneath it is just pure and unmistakable evil.

I imagine being there was like being in the presence of Satan incarnate, if I recall correctly in Dookus force sight, he saw Sidious as a walking black hole of evil and the Dark Side. A character so evil, powerful, ingenious that he toppled entire planets. Even the most powerful characters were nothing but Palpatine puppets, Thrawn, Vader, Sidious, Tarkin, Gregious, Dooku, Maul, etc etc etc. Even the destruction of his physical body and empire were a small hindrance.

Two things I'd correct. For a start Sidious is Palpatine lolz so Sidious isn't really a puppet for Palpatine because they are the same person TwT. Secondly I wouldn't say Mitth'raw'nuruodo was just a puppet either because he had other plans outside the Empire which were not fully known by even Palpatine, I would definitely agree that he was an asset for Palpatine but Mitth'raw'nuruodo certainly had too many other things to jus be considered as part of the Empire. He was working for the Chiss Ascendency which we don't know enough about in canon yet really.
