There is a train between Ryga and Vilnius. You said you came in may while the train was operational from january. On the april they even added a few more stops in Lithuania for convenience. So while its not a train through 3 states it's a start if you dont want to take a bus to Ryga. No idea if there is any train from Ryga to Tallin thou.
