Back in the '80s, there was a movie called "Breakin' 2: Electric Boogaloo". For a very long time, people having jokingly appended the phrase to many other sequels, whether they already have a subtitle or not. I'm pretty sure it's been going on since long before memes were a thing. So in this case, they're just joking that the second verse of the song is the sequel to the first one, thus calling it "Verse 2: Electric Boogaloo".
