I thought I had read on barrows wiki that 86% or so was the best percentage to not get bolt racks and maximize runes. Why was Virtoso getting 96.44%?

That's true, it's 880 points which is translated to an 86.38% in potential. Even RuneLite gives you the potential in green when you're at the best percentages. Above 86.38% gives you rolls for bolt racks.
