Phraesto is still BIS even at low ascension for this boss, because we are just using him to be gulped by the boss. But he needs to be able to survive the small damage before getting gulped, I think 1 copy would be sufficient.

The higher the better, but typically your go-to minimum level of investment where the units become strong is Mythic+, which unlocks equipment.
