I think it depends, overall it's ysg, high dmg and he's obtainable even for free to play players, if spender then minamoto bcs he's pretty easy to max, ind if your a whale ima go with phyrus but he needs to be expertised

Ok, for kvk 2 it's simple, hord your gold heads, only usable commander is Alex the great, if ur a spender u can think about Saladin but only 5551 not more. For kvk 3 , the wheel starts with cavs so go for Huo, Nevsky or Joan prime, for infantry go Liu Che, Scipio, Guan, Gorgo, and for archers Zhuge liung, Herman and maybe Boudica prime. If ur f2p/low spender, save your gold heads, alex is the only commander in kvk2 that has longterm value, getting him max is good but again, if ur f2p/low spender, just dont get him at all and stick to Sun Tzu Aethel/Sun Tzu Ysg/Minamoto Baibars/Baibars Sun Tzu/Minamoto Ysg. KvK3 first wheel is cavalry, get both Nevsky and Joan, they're the best cav pair, 2nd wheel is inf, scipio and liu che being the 2 you also should get from there, archer wheel is 3rd and from there get zhuge liang and hermann. Invest into them based on what gear you have and how many GH you possess.
