It might be a motherboard issue, check the surrounding components and make sure they're not causing a drain.

convert an exe file to bin, just by renaming the extension, how weird is this trick and would work ??? the programmer will flash the entire exe file (43Mo), into the chip, that insane !!!! This trick will not work, and is definitely not to be done, at least not in this way.
