Opressor at F tier is criminal imo. U said u have done testing on it, do u have any videos u can link? From my understanding, a 10% increase in turn meter fill rate is like 10% increase speed. On champ like Artak, with the dead ally speed mastery, Opressor and his passive, he can be very very fast
