Sierra is a joke character. Berlin is how you write a bad guy who actually has a personality other than "being bad". Sierra is literally just a ruthless, pure evil character. Until she suddenly isn't anymore even though nothing has changed, just the situation she's in.

She who believes in the cause and has taken her leadership's direction on what is required to get the job done and will do it. And even when they turn on her, throwing her to the wolves, she doesnt simply switch sides or work against them, she continues pursuing the cause she started with, still believing in what is right despite her (former) leaders not living up to the ideal. And through that journey she finds a group who is living up to that ideal better and fulfils a need they have to help achieve what's right. It's sharp, it's nuanced, and the actress kills it
