She's the only Marvel woman (from this franchise) that I think can permenantely keep him in check without annoying the Hell out of him. Natasha could quite easily do it, albeit it with different methods, but within a month, he would've tried to murder her or done a runner because he'd got fed up of being 'baby sat'. Pepper might not be able to take it at times, but she knows when to leave him alone to be insane and when she needs to yell at him. He'll generally feel guilty when he realises he's screwed up or made her feel bad, even if he has to be told that he's done so.
