I am five feet tall and Whistles Willow trousers which are formal are brilliant. I had to get the leg altered but then that is generally the case. Ankle length trousers and denim tend to be the right length for shorter women.

I prefer darker denim as it’s more formal and looks a little more dressy. Frame Le Mini Boot might be a good option for a slightly flared leg.
