It wasn't penalized, right arm was wrapped and left arm prevented from wrapping, but still hit the body. It wasn't illegal and result of that phase was a scrum to England. It also did not hit any dangerous points either.

South Africa played all other 5 of the top 6 teams in WR and every single one of them, including England, complained about the referee / TMO decisions, but because the referee allowed this one, it's suddenly legal?
