The MORS Sniper just got FASTER in Modern Warfare 3.. This GLITCH allows u to shoot almost a full second faster which is insane. Unfortunately this is only available for Mouse and Keyboard players as the glitch doesnt work on controller. Try it out for yourself and enjoy!

Can be done on console in theory… if R is to reload then if your console has the ability to remap your controller settings outside of a specific game (such was the case on PS4) you can easily set your reload button to the nearest button/bumper that is comfortable and allows you to press both at the same time
