I am more interested in central part of NJ or atleast 2 hours away from Philadelphia. In today's market does cash matter anymore? I plan on fully buying a home with cash instead of getting a mortgage. I am guessing it depends on seller.

Cash does help because you won't have to worry about the home not appraising; and the seller won't either. In this market, many buyers are having to waive the appraisal, or at least a portion of it, in order to get their offer accepted because how high homes are selling for. A cash offer will help it stand out and increase your chances of getting it accepted but sellers still want to sell for as high as possible so it won't get you much of a discount.
