Just so I am clear: if I can money from an IRA into an annuity I will be taxed on that income. If I roll money from a Roth IRA into an annuity will the payments remain tax free?

Yes…. Rolling over money from a variable retirement account into an annuity will mean the money gets the same tax treatment as in the previous account. If it was a traditional IRA/401k, it’ll continue to be tax deferred and be subject to RMDs. If it came from a Roth IR/401k, the growth and distributions will be tax free inside the annuity as well.
