Is there a way to have the Instagram feed be horizontal so that the viewer can rotate their phone and see a full size video rather than one reduced in size to fit the vertical framing?

Sure, just stream like you normally would to KZbin and it'll be sideways on Instagram. The problem is the comments and other UI will be sideways so people will probably not watch it like that on Instagram for long

Yes you can! Just make sure to change your canvas size in OBS to a vertical canvas.
