You can do them on Challenging, and it's just 75K XP less, but much faster. Also go down to Tidal Basin and just focus on the two territory ctp. right to the safe hose. If not both but at least one of them reactivates when you set your Directives back. The same trick works when you opening the boxes so you don't have to jump around and wait for transport to spawn.
