You speak of the "people who don't believe in God" being the ones who take the brunt of God's righteous judgement. Virtually everybody "believes in God". The ISSUE is whether or not they believe in the atoning sacrifice of Christ Jesus on Calvary's cross as the only righteous payment for their own personal sin.
