Prime Minister Narendra Modi on Monday asked top bureaucrats to prepare a five-year plan for each ministry with well-defined targets and milestones in sync with the people's mandate in the election to change the status quo and improve quality of life. The prime minister said people were yearning for a better life and the government must focus on ensuring ease of living, and asked the officials to begin work on making India a five-trillion dollar economy. The meeting was also attended by union ministers Rajnath Singh, Amit Shah, Nirmala Sitharaman and Jitendra Singh. Speaking about the demographic dividend, the Prime Minister said it was essential that the demographics be utilised efficiently. He said every department of the union government, and every district of each state has a role to play in making India a five-trillion dollar economy. On this edition of the big picture we will analyse how the common man’s quality of life can be improved.

Ease of living: - Ministry of urban development brought a report last yr on ease of living index and rated different states - In 1960's EoL meant Roti, kapda, Makan. In 70's Bijli & Pani were added. Subsequently health & education & now it includes physical, social economic & environmental concerns too. Clearly aspirational India is looking for more. - Driving livability - creating institutional, Social, economic & physical structures. - Everything gets structured around user - people live comfortably - happiness - productivity increases. - Making people feel as a part of the country - Happy society is a flourishing society. - Reality: To achieve $5 trillion economy in next 5yrs we need to grow at 10% and no less. Success & Shortcomings so far: - Abject poverty only 3.3% left & people are coming out of poverty @ 21% in the last 3 yrs. - Benefits from Make in India, Jan Dhan, financial inclusion & social sector schemes. - Affordable housing: AMRUT & smart cities - didn't provide the impetus needed. This may need a reevaluation & change in structure. Challenges: - City are collapsing - ability to power & housing, sewerage, cost of living goes up: Rural - Urban migration - Rural dependent on agriculture: 15% contribution to GDP but 50% dependency - Delivery & slow implementation of projects - Fear of 4C - Secretaries lost innovation - City themselves are not planners - at best sewerage or lighting. Way Forward: - Efficiency, productivity & speed in execution - Devolution of financial powers. to cities - political structure & mayors structure need to be amended - fiefdom of bureaucracy - Upgrade city administration & City based cadre allocation Pune municipal commissioner - running for past 8 yrs knows the city well - good performance in smart cities ranking - Focus on skill development from secondary education - Creation of man-powered intensive industries: Focus should be on industries which would provide jobs rather than just capital investment. GDP & Capital growth may not always provide jobs due to automation or robots. - Changing the role of government from regulator to facilitator - Centre & State Coordination - Creating rural infrastructure, irrigation, roads - bringing mandis to agriculture Ease of living may mean different for different sections of the society, however ultimately it relates to people happiness which would lead to increase in productivity, ease of governance & its effectiveness.

Lack of finance was provided. • 5 trillion economy will require 10 % growth per year that too well distributed. • Financial devolution of power needs to happen. • Finance should be given to major rather than the municipal commissioner. • Bureaucrat should be transferred less. • Agriculture, skill development, infrastructure especially rural infrastructure - irrigation etc., manufacturing need to be taken up. • Execution and delivery need to be improved. •

Ease of living : structuring governance around user aiming to allievate her problems and elevating her experience with service delivery. Institutional+Social+Physical+Economic framework= eol. India growth out of poverty rate for 21% Gulf between planning and performance ..Financing remains a pain ..cities and cutting edge bureaucracy falling short on planning and implementation ..centre state co operation ..participation of aspirational citizens ..Role of regulator should shift from mere rule imposition to facilitation ..Devolution of power especially to political structures:Cities need to transition to political unit from bureaucracies fiefdoms.City management cadres need serious consideration. ..Rural Indias development is based of productivity of agriculture and skilling of individuals.Focus on efficiency,productivity. ..growth at 10% GDP rate is necessary to 5 trillion target ..GDP is not jobs , automation has reduced job growth intensity of GDP growth,hence the quality of GDP growth needs to be debated holistically ..Manpower intensive industry r and d ..Creating conditions for enterprises to flourish ..Skills, infrastructure and bottom up governance structures

jobless growth is more dangerous for india, brought major reforms in manufacturing sector,create big infrastructure , made defence equipment under made in india progrmme, increase research and development budget, and big thing provide everyone job opportunity because " ECONOMIC FREEDOM IS MOTHER OF ALL FREEDOM". jai hind .

The show stopper statement is a hit of this discussion....we do not need MA’s and BA’s(gives only clerical jobs which will be automated). The focus should be in secondary education with skills development. Our country is entrepreneurship driven so skill and facilities should be given to them

@Sachin mishra I think u are talking about urjit Patel by the way I don't support these individuals who after aquiring a degree from foreign university feel themselves as superior .RBI should be accountable to Gov because the general public will critize gov nobody critizes RBI because they don't come into people's view

@Farid Ahmad I support lateral entry.people working in corporates are far more useful they are better at handling situations and working at the eleventh hour . it's completely merit based what's wrong in that ?don't u think they are better those who get into services by other reservations

Why are there no women panelists expect for the discussion on gender? Are they not considered competent and qualified enough to talk about other issues? With all due respect to the people on the panel, there is no doubt that they are experts but this is a trend. It's not like women not experts on these issues but in majority of discussions there are no women.

@solo ist yes I completely agree. I guess that is the problem either they are either oblivious to them or at time reserve places. Both are problematic. The approach should be inclusive.

( AMBIKAPUR CHHATTISGARH) Today evening I was normally walking through road suddenly a Street dog attack on me , I narrowly escaped . This type of event is common and frequency going to more and more . Government promote to individual to stay healthy and being physically active but the problem is that while walking in early morning or evening same fear arises again which demotivate things . Today's victim is me but tomorrow may another person how may not complain. the point is that complaining of that kind of obvious situation is a long process no one here . Can Rajyasabha team can put my word to public domain & policy maker .

Rajya Sabha tv pls add bulletin near margin when panelist voice their opinions , as we have to pause video everytime when frank looks at his laptop , scribbles and sums up ..Even his closing remarks would suffice...include some great video editors to attain the same.For youth like we, big picture enlightens us in same fashion what any hollyboxoffice hits does to teens! Tripathi Sir was at his best ! I hope our goverment ministries too are following closing remarks of Frank.I sincerely thank RSTV for good selection of panelists...but in the end I'll press on side BULLETIN PLEASE!

Aman agrawal has always been talking issues which are pro-government, as a panelist he should have been more neutral and he also needs to talk about issues that are on the other side of the coin for ex how demonetisation has been a pain for the common masses. the intricacy of panelists shouldn't be biased as that of aman

Very well example of ease if living given by BJP govt in UP.. Modi.. Selected...yogi adityanath..who did communal politics during election campaign.. And now shown great epitome of liberty by arresting a journalist for social media post.. Pragya thakur..a terriorist also selected by mr. Modi.. He ( modi) himself doing communal politics but talking about ease of doing business...wtf going on in INDIA??
