State funding of political parties is certainly not utopian.It is a tried and tested process in many countries. political will will not become reality in near future.It is only the pressure from people and civil society and ECI and judiciary that can push parties for transparency.To become true democracy,capitalists have to be driven away from influencing elections as much as possible. Electoral reforms is said to be mother of all reforms and without it the trust deficit between leaders and people and parliament and executive will only increase and dependence on and power of judiciary will also increase vis-a-vis other organs of state which will be dangerous for country in long run.

Election Commission is the only institution making some noise over this nobel cause, neither the political parties nor the Public are paying a heed to how much this opaqueness affects the direction of the Governance. EC gains some tooth only during the election time , i think it should be provided with some permanent manpower to keep a check at things and if be, implement what Mr. Arun pointed out about the grounded approach of expenditure audit and this can be combined with the state funding. If any Party's expenditure crosses the amount it has been provided, it should be held accountable. Public consciousness needs to be aroused and civil society has a great role to play in that direction. The parties which tried to act like Crusaders against corruption are today performing eyewashes like Electoral Bonds and sneaking with Amendments like FCRA and allowing even infant firms to make donation, removing the cap on the time limit before a company can donate. We people are fooled easily.

Summary Election commission has asked the government to amend the RPI act to reduce anonymous donations from current Rs 20000 to Rs 2000, so that more transparency can come. Problems 1.)Elections and real state are two sectors where a huge amount of corruption, Money londering is done . 2.)anonomous funding leads to chroni capitalism 3.) it gives an undue advantage to bigger parties 4.) criminalisation of politics Attempts done in the recent past 1.) reduce the anonomous cash donations to Rs 2000. 2.) electoral bonds Electoral bonds came up with large number of loopholes as it opens a back door to private foreign funding and anonomous donations are now practically limitless Way forwards/ solutions 1.) no cash donations or 100% digital donations 2.) state funding to political parties( not individual/ independent candidates) which is linked to the internal democracy in the party and the participation and working of the party in different elections 3.) form a national election fund where people can donate to the fund which can later be distributed to parties 4.) total ban on private funding 5.) instead of tracking the income, EC should track the expenditure of a party, which is easier, and then ask for the income of the party 6.) make a sense against huge political spending among the people

Need of doing it: 1)provide level playing for every party 2) don't give undue advantage to money bags parties 3) Bring transparency in Elections Done: 1) concept of Electoral bonds to discourage cash but still anonymity was protected & backdoor was given to foreign companies to donate to parties Issues: 1)Political parties are reluctant to share the details of money they got with ECI 2) 75% of fund collected by political parties is anonymous. 3) donor want secrecy but public want transparency Need: 1) observe expenditures of political parties rather than expecting parties to disclose their expenditure and than ask about source of that money 2) state funding of political parties(amount given according to number of votes acquired by party) should be done and fund from national Election fund where companies or people can donate money and can tax benefit. 3) conspicuousness among voters & make every donation digital. 4) constantly monitoring & enhancement of ECI

Qureshi sir (as always) and TK Arun, brilliant, brilliant.. In fact I so admire Mr Qureshi. He is a hero.. Infact election commission of India has surely been one of the bodies in India with a spine (unlike CBI, CVC, NHRC, etc.). CBI had earlier complained that it's like a helpless parrot caged by the govt... But it itself has a history of being headed by men of dubious integrity (nothing happened to ranjit Sinha).. Anyways from the debate, it seems public opinion against money power is the only solution.... How can that opinion be built??

To hold up the transparency of the governance of India audit should be passed in order to make assurance on anonymous donations because we don't know from where these donations are from is it reliable or some black money kind of things. So ya! Audit should be taken from every political parties for assurance

This is my understanding.. As Quraishi sir pointed out, state funding of election mean your calculations for the funding will be based on the aggregate of whole election expenditure by all the political party as a whole. This will include a long list of unnecessary expenditure and difficult to track. While state funding of political party mean funding will be based/customised according to individuals political parties based on various metrics like it's previous performance, it's previous disclosure of election expense and so on. The advantage of state funding of political parties will be 1. It'll be easy to track, as it's based on individual parties 2. Transparency into system : It'll bring more transparency on the part of political parties as they have to individually disclose their expenses 3. This is promote internal democracy within party because now they have to show/share information with election commission for all election related activities including selection of candidates 4. Healthy competition : It'll push political parties to perform better in election as funding will be based on their performance 5. It'll also push transparency into the system and tracking of expenses will be easier

1st question: Why do political parties(existing ones) need money? People should judge them on the basis of works only. But political fundings are being used to propagate “Ram Mandir, Ayushman Bharat, MoU, Bullet trains etc”. I (& many of my friends) don’t belong to BPL category but we do pay income tax & GST. So, whoever are beneficiaries of Ayushman Bharat would vote them... Similarly for other parties & other schemes. Why do they need money? E.g. my father clearly supported Nitish Kumar as CM because he brought Roads & water conservation plans to my village. Similarly any work (which doesn’t remain paper beauty) appears on ground & people would vote on that visible change. 2nd point: For new parties (& only new members, who were never even parts of municipal elections) funding should be permitted.

Taking the schemes to people and demading vote is as important as making the scheme and implementing it. There are many people which think that the scheme implemented by the central government is actually state government. This type of misconception have to be removed. A government who implies good scheme should get benefit in terms of votes.

I think national electoral fund should be created ,receiving money by all.players,then distribute money equally to them ,so equality be maintained to fund their respective election rallies so that more parties come to the fore ,private players also get their minds restricted to pay huge money going to single party wanting factors back,in this way ethos of democracy may be enshrined according to Constitution and then monitoring expenditure ,it will put cap on Pol funding creating a level playing field,if like it give likes

Other way eci must be the whole sole authority ,not giving money equally to all but creating level.playing field,no donations money will be spent according to eci which it will.fix every year after same money taken out from govt by parliament by consolidated fund of india ,or create a separate repository for election expenditure only,then Eco will decide total no rallies ,road shows it wants all parties to have eequally in the.presence of eci monitoring each , date will be fixed rotationally for each separate one for canvassing,and any penny more then this will be punishable under MCC,in this way we can regulate govt functionaries exploiting by incumbent party ,equal field for all,repositories may be created by taxing things,like in get or cess ,or petroleum products,or currently accrued by gst
