The Bill was way ahead of its time highlighting misogyny within the Metropolitan Police. It is sad that it still exists more than 30 years later. I doubt that PC Young would have handled the situation any better but (W)PC Ackland would have likely dealt with the situation well. The male senior officers were too quick to judge the situation by the gender of the officers and not their calibre and skillset. It didn't help that the female officers in that era turned up with a handbag slung over the shoulder and in a skirt. Make female officers look different in a dainty kind of way in comparison with their male colleagues and the neanderthals in the pub will see them as being different and of lesser importance. A stupid decision by the undoubtedly male bigwigs of the time.
