They had a corrupt Sgt who gave a Sun Hill prisoner a kicking in the cell when Sun Hill were sharing the station.. Penny was going to cover it up but Sgt Peters wasn't and reported it.. Penny than had to come clean which dropped Pc Wheeler in it who'd covered it up..Wheeler was one of the cops who pulled Penny over when he was over the limit
