It might be because of all the rich Democrats, swimming pools,water FOUNTAINS, nicely IRRIGATED LAWN'S AND GOLF COURSES. IT DEFINITELY Isn't CAUSED BY REGULAR HARDWORKING PEOPLE WHO ONLY USE WATER FOR COOKING,BATHS,AND DRINKING.
