Chapter 1 introduces the theme of the gospel and discusses humanity's rebellion against God, emphasizing that people have turned away from the truth and given in to sin. Paul explains that God's wrath is revealed against all ungodliness and unrighteousness.
Chapter 2 continues this theme by addressing the Jews, warning them that merely having the law is not enough for righteousness. Paul highlights the importance of obedience and shows that God's judgment is impartial, applying to both Jews and Gentiles.
