I hate to be a genre freak, but this is Art Punk like DEVO's debut. See Blondie, Elvis Costello and the Attractions, and the Go-Go's for real New Wave. Remember that these artists changed genres later on. One example of this is how Blondie switched from New Wave to Power-Pop when they started recording Eat to the Beat.
