You must do all the tasks from Nightmare Moon arc (those quests are the ones where an Element of Harmony is seen). It is good you have all 6 characters and all Harmony Stones, but you must do all the tasks to get Princess Luna. Sorry for you🤷‍♂️

They are both in limited time Bundles. You will only see them if a current campaign has something to do with those characters, OR, during a Halloween, Christmas, Easter, sale, maybe Summer sale, IDR if this game has summer sales but it does for the holidays I mentioned.

Luna you get once you finish the Nightmare Moon story arc. Nightmare Moon came out during the Tempest mini campaign, she will probably be released around the holidays especially Halloween.
