"I kind of feel Cell giving them one week changed everything." True, but that was intentional on his part. He did comment on Vegeta and Trunks growing incredibly stronger in a very limited time, and directly asked Trunks "hey, if I give you a few days, can you get even stronger?". Trunks just answered with a maybe, and that was good enough for Cell to give them a week to prepare for the Cell games, hoping they'd be able to provide a challenge this way. Probably worked a little too well for his liking, but alas, Hubris, thy name is Cell.
