great video, i started working on the exact same build yesterday myself, although I went with the Liquid engineer BP and the belstone chest with intimidate for the bonus, running this build with Perfect bloodsucker and Intimidate allows you so much tank ability naturally that you can take 2x dps skills, 3 stacks+ of bonus armor per kill is kinda broken.

For solo Heroic the build is fine, but it's more of a fun build rather than anything higher than that. Unfortunately, The Chatterbox is just that, a fun gun, not a good one whatsoever. I'd say that to get higher numbers and better kills on Legendary, you should try a Dark Winter w/Obliterate for the chestpiece.
