Just my two cents - He could still create a new account for BushiNavi (even if it's against TOS, under Article 9), so shops that hosts tournaments using BushiNavi and the participants will still need to keep their eyes peeled for him and report his new account.

Much bigger tourneys, much harder to manage, and most importantly this is not gonna Disuade any potential cheaters already in Vanguard....from either keep doing it, and or do it again. And on this case, could have been easily avoidable, by simply allowing the opp to do only the final deck cut...not the entire shuffle. Stuff that is a norm in ygo

This is why your opponent should only be allowed to CUT your deck not shuffle let alone the fact someone could split your sleeve mid game, I never feel comfortable having my opponent shuffle my deck in game.

THe fact that it took community outrage and big channels to bushiroad to do anything is baffling. Im konami's judge and if KDE saw that kind of behaviour that player would be banned the same day because evidence of stacking is clear. Meanwhile bushiroad didnt do anything to him over the years. They knew, yet they didnt address that.
