I grew up in the Bronx and had a few friends who worked at gas stations. They would have softball sized rocks placed strategically on top of each pump behind the gas price sign. This was before the digital price readouts right on the pump. If they stole, they were almost guaranteed a broken rear window or a nice sized dent in the rear of their car when they drove off. I'm not sure how it works in America, but it would be really easy to just sent a fine or community service proposal or so to the adress (if license plate matches with photo on drivers license). If they dont agree with the fine they can go to court. GSE has done all the work and got the evidence clearly, you have to do something. In the netherlands a businessowner gets €181 (about the same in dollars now) for the time involved for calling the police etcetere, paid by the thief. Great rule.
