I don't think the majority of a country being atheist has anything to do with whether or not people of a religious belief are persecuted or not. There are lots of countries where there are mixed beliefs and none and people of religions are not persecuted for their religion. A country where one religion is imposed on everyone and people persecuted for nit adhering to that religion is also as bad as what China is doing to the Uyghurs.
