I've found you can lowball any player who asks for 10 million plus, I had McDavid ask for 13.2 for another 8 and got him down to 11.5 for 7, a whole million less than what his cap was, it just takes a lot of loading and reloading and signing them lower and lower until you reach the floor of their asking price.
