Why not? The police know they can’t arrest and charge her for the crimes they suspect her of because the witnesses keep disappearing. They also know that if she’s in town, it’s likely because she’s planning another heist and will get away with it again. Therefore, they're telling her to leave as a way to protect their interests, not hers.

With multiple city events upcoming, this is why they chose to tell her to leave instead of tying up resources tailing her, etc. While investigating the murder, the police figured out which of the city's events would be the target of her heist, thwart her plan, confirm her direct involvement, and finally actually arrest her.
