No they actually aren't allowed to breach this or else cops will have an excuse to breach every bank job with an excuse saying the hostage life is in danger and they outright shoot the crims, that's fail RP and actually against the rules and police SoP back then. Valuing the hostage's life goes both way, the crims need to value the hostage's life since if they die they get breached on and if they dont have one they get breached on, reason why this situation is messed up since they have a hostage, the hostage is a bargaining chip for both the police and crims, crims need the hostage alive and well in order to get free passage, extra time and no spikes (usually the go to negotiations for NP that cops and crims agree on) while cops need the hostage alive since it's their job to value the hostage life since if they do breach lets say in this situation, the crims can just outright shoot the hostage while they dont follow through negotiations and its just fail rp all around
