In my head canon I think Kenji and Rain are the same person. It's not unbelievable that a professional crime Fighter would become a vigilante/superhero crime Fighter. Just look at Marvel's The Punisher Or DCs Barry Allen/The Flash Or DCs Jim Harper/The Guardian. Or Sara Pezzini/Witchblade DCs Renee Montoya became The Question
