The Corrupt Marshal of Armadillo in Red Dead Redemption

Marshal Leigh Johnson struck me as a guy who was trying to do the best he could with what he had, a man who had good intentions but was overloaded and understaffed.

I was always under the impression Marshall Johnson was sent by the federal government to restore order to Armadillo after the Cholera outbreak. If I’m not mistaken there is even a random encounter in the epilogue of the second game where a lawman is being threatened by group of bandits outside the Armadillo Sheriff’s Office. When the player intervenes and dispatches the bandits the lawman comes outside and says he is leaving and can’t maintain order. It’s been a few years though, I could be misremembering details.

You should look into the ghost dogs myth found within the Red Dead Redemption games. Players have said you can listen to 'em at four locations: Manteca Falls, Plainview, Tumbleweed, and Beecher's Hope. Happy hunting!
