I think he meant Lobamba which is where the Ludzidzini Royal village is situated. It is the legislative capital, serving Parliamentary seats, traditions (like umhlanga ceremony) etc. Just like in South Africa - Pretoria is the main capital but Cape Town and Bloemfontein are also capitals serving under Legislation and Judiciary. Nonetheless, Mbabane is the main capital city of Mbabane
