This is what we call a bluff. However it is hard to be certain if somebody is bluffing you or not based on other hands before this one. The long haired guy is actually world-renowned in the gambling community because he is banned from almost every casino in Las Vegas because he wins too much money from them. This plays into his favor. The amount of money that the long-haired guy was betting was in a certain range that convinced the other player that he wanted him to continue with the hand. It is a really sociopathic strategy that either works or makes him look stupid.
