Perhaps since Wooper was designed after Quagsire, the idea of an evolution line with a full evolved axolotl was sprung in mind and later created for the gen 3 games, to bad both Wooper and the Mudkip-line don't have Regenerator while real live axolotl do have the ability to regenerate lost body parts.

Well, it really isn’t that crazy. Wooper and it’s evolution quagsire had a unique typing of water/ground at the time of gen 2. The very next generation, mudkip’s evolution family and barboach’s evolution family both had the same typing as wooper. It isn’t that often that two Pokémon based on the same exact species of animal. It isn’t like both Pokémon were based upon salamanders, but on the same exact species of animal. It would be like if there were two ground/normal Pokémon based upon bush dogs in consecutive generations. While the theory isn’t perfect, it definitely isn’t misleading.

@Davis Voelzke They AREN'T based on the same species, that's where this whole theory falls apart. Mudkip and it's evolutions are based on mudskippers, an amphibious group of gobies. Barboach and whiscash are based on loaches and catfish respectively. The reason their typing and designs are so similar is because they're all based on different kinds of bottom-dwelling fish. Its a perfect example of convergent evolution at work.

Hmmm... But if it was added at the last minute in development, i find wooper as a starter very unlikely. The beta design still looks like Quagsire and its place in the dex doesn't help. Still, I can see GF remembering beta wooper's design fondly while developing gen 3 and deciding to make a starter inspired on that but with enough changes to be its own thing.

This is quite the coincident but as a kid I remember raising a Wooper instead of my original starter Totodile. That Quagsire were the first level 100 pokemon I ever had, such a beast.

Mudkip is based on Mudskippers. Mudskippers are actual fish that just come onto land for a little bit, and Axolotls are salamanders that live more like fish and might be an example of the connecting bridge in evolution between amphibians and fish, but are still amphibians. Design wise they might have kept it cause the two animals they are based on are very similar to each other, but are 2 different things. Interesting idea though.

@Frogboyaidan They aren't salamanders, while mudkip plays into being a "mudpuppy", marshtomp and swampert take on an appearance more like a typical gobie, which is what mudskippers are. If you look closely their hands and feet are still fins, just split to form fingers and toes.

Wooper is my usual go-to Water-type in Gen 2 and 4 if I don't pick Totodile, still, I'm glad that its beta design leads to my favorite Water Starter being the Mudkip line. GRanted if Wooper did become a starter, what would Wooper's 3 stage evolution be like? Type wise it would be Water/Ground but design-wise what would it be? We know Woper's evolution Quagsire is based on a Giant Salamander, so would its final stage be based on a prehistoric salamander or a much bigger Giant Salamander with large forearms to show off its massive strength and high attack stat while keeping the simplicity of the Wooper line

Mmmm.... i don't think so. GSC was supposed to be the last game of the franchise at that time. Still, it's possible Mudkip was created as an alternative final design for Wooper but they decided to choose the one we know because it was simpler for a GBC sprite or something.
