Why cant i change the car colour after i did this

because the people who do the livery put a layer with this color... this layer hide the original color of the car.

Honestly, you would need to remake this skin but without putting any background sticker, because unfortunately (unlike NFS Heat) you can't touch the skin created by other players, just use it. Some leave it with the bottom of the car, others envelop the car.
