He said the law, not the covenant. Torah means instruction, not law. Jesus tells us, verbatim, what law to keep. The 10 commandments and to love thy brother as thyself. Several things to consider. One the US democracy is not based on Roman democracy which is one citizen, one vote. It is based on the democracy of its original people who had a representative democracy making it a Republic. Roman influence came later pushed by supremacist faction. Second the US did not get rid of its kingship. The power of the King is vested in the States. The US isn't really a country it is a union of individual states so the US cannot have a king but the individual states can. If Jesus returns the states just reinvest the existing kingship to Him from the stewardship of the State.
