Supposedly the emperor was created when 12 extremely powerful eternal shamans like merged their souls and it created the emperor, so if 12 can merge into one then 2 can easily merge into one, hell what if you made it an infinite loop? One drop of blood equals full emperor, create 100 emperora, merge all 100, do it again and again and again. Eventually you'll have one prime god emperor who's thousands of times more powerful than a base emperor so each batch of 100 emperor's wouldn't be able to resist merging with the prime emperor. Once he's merged thousands of times he'd probably be able to just thanos snap away any threat including permanently killing the chaos gods

The only scenario the tyranids could be repelled would be the Necrons awakening. The tyranids lose biomass with every fight vs them since they can't collect any extra biomass after the battles, so they have diminishing returns after every conflict, not only that.. but the necrons have weapons that break substance down on a molecular level, so the tyranids wouldn't even be able to collect biomass from their own fallen forces. Fabius Bile can clone Primarchs, but he can't or doesn't know how to bind a soul to that Body, which resulted in his Primarchs being Cloned in Body but not the Soul. The Drukhari however have the knowledge and technology to not only clone a person but also bind a soul to it, therefore the Drukhari having the power to create Perfect Primarchs and even the Perfect Clone of the Emperor. However the Emperor and Primarchs being extremely powerful souls, it would be doubtful whether such binding would be successful without the Souls willing to be bonded to the Cloned body.

Plus you gotta remember; to *make* a Perfect Primarch Clone, you need a Primarch to be *Dead*. And only 5 of the 20 are Dead, one of which got turbo deleted(Horus) so that only makes for 4 we can use. Then like you said; Could they even bind the souls without the Primarch wishing to be brought back? Well the 4,(Sang, Ferrus, Konrad, and at least one of the Twins) are kinda finicky on whether they’d want to be brought back. (Not even sure if the twins are truly dead, so again the number drops to 3) You got Sanguinius and Konrad, who, for all their differences in life saw their deaths as something that just *Had* to happen. So would they be willing to throw dirt on their Sacrifice by having Xenos bring them back? (This goes both extra and less for Konrad cause he’s probably so bat-shit insane that he wouldn’t care) Then you have Ferrus, this best case because; A. He probably doesn’t see his death as something that just *Had* to happen, in fact wasn’t he the Primarch that believed in Fate the least? B. Vengeance, he’d probably wish to personally lead his sons in a body of flesh and blood(Rather than as the LoTD) and to try and fix the Imperium with the Lion and Big Blue.

They *HAVE* his body on Baal, like the full thing so it’s not a stretch to think that they could definitely do something to clone him. The problem more in lies in the fact on; A: Can Sanguinious’ Soul get into his body? B: Does he even *WANT* too? C: Or is his soul similar to Magnus’? In the manner that its been shattered into composite parts, as such whatever comes back won’t be the full glorious hawk boi we’ve all come to love? Because you have to remember, Primarchs are Warp entities - as such their souls are fucky wucky and don’t play by normal rules. I wonder if the Iron Hands could use Ferrus’ skull to get their Dad back?

And if you kill him, I'im not sure he would just reincarnate in Commoragh before something else happen to his soul so I think cloning him cannot succeed but hey, they could certainly clone any Demon primarch though.
