Although its never stated in the movie what Bane's nationality is, there are plenty of hints which suggests he is from the Middle east or from a North African country like Morocco, Algeria or Tunisia. 1.) This chant which is used in The Pit is Arabic for "Rise up" - Arabic is the main language in The Middle East and Northen Africa 2.) The location of The Pit looks like it's in some ancient part of the Middle or North Africa (Pure conjecture) 3.) When Alfred did his research on Bane, he tells Bruce that before Bane came to Gotham he was involved in plenty of operations in North Africa, securing mining operations for Daggot. 4.) When Commissioner Gordon is brought to Bane in the sewers, take a careful look at Bane's makeshift room in the background. On the the table there is a brass tea set which is of distinct Middle East design. This is a stark contrast to the rest of the area. Christopher Nolan wanted us to notice this. What do you guys think? Personally I think he is North African.

I could never figure out if Banes henchmen were part of the league of shadows. Overall if they had an identity it'd be cool once they fought Gothams police force. The police themselves were corrupt but in the end the wanted to save the city. As for the henchmen I guess it doesn't matter who they are. They'd willingly be destroyed in the fire they created to mark darkness into the world where Gotham once obliterated would show the true face of humans forever
