The fact that SCP-3061 refuse to deal with Paul on how heartless he is that not even the devil would deal with someone like paul makes me think that SCP-3061 has some standards, he'll only deal with desperate people but not with scumbags or people with stupid reason

It's not the fact he was heartless, it was the fact that SCP-3061 couldn't tempt Paul, because he was already willing to agree. Apparently, his type of demon values the moral predicaments they put people in, rather than actual blood, bodies, bones, souls, etc.

Neither, both has their own goal. Fiend's goal is to get entertainment from the desperate, and human soul for whatever in hell they are (probably currency or whatever). While the Foundation's goal is to Secure, Contain, and Protect. Not only from anomalies, but also from other trying to use said anomalies for the worse. But they're also willing to use anomaly against other threat.
