I don't think he really thought things out that far. The courageous battlers (which he led) were the ones who trapped the Aeon worm in the see-through zone in the first place. I think the Aeon worm had spent years influencing Mr. Tezuka without his knowledge, and it wasn't until much later that Mr. Tezuka was completely bent to his will.
