Division 1 is better than Division 2 since in Div 2 exotics will 9/10 outplay any golden tier weapons and only allows 1 exotic weapon + 1 exotic armour piece while Div 1 had a balance of exotic to legendary being equal in all cases, it was just always dependent on the build you could make. In div 2 most exotics feel underwhelming compared to div 1 where if you got an exotic i.e. the house or showstopper, your response would be "Oh my god!" while Div 2 its just "Finally, got something" and usually disappointment follows with Sawyer's kneepads on a low roll.
