If no Bounty is available. Do the hostage activity in Foggy Bottom & by completing that you will be given a Bounty in the area. Thanks to @themardian3751 for that tip.

This is such a BS! The "Bad Actor" might very well have been the Strategist at the Potomac Centre mission, with all those theatres hall and his final bad-acting begging towards Kelso!
