I can still remember that when my teacher taught me this poem in late 70s,he told us it is seriou poem and against the rulers,and that's why this poem was banned in England. If it is categorised under nature,what he said is also natural(unnaturally nature?).The people in powered attack(kill,abduct,...) the innocent(fish) when they are not aware.
